An Agent MUST NOT contain behaviour. All transition logic MUST reside in the engine.

Non-normative: this is a stronger architectural commitment than it sounds, and it is the commitment the whole method rests on. It is what makes an "agent" in PMDA a client — a web page, a service, a person at a keyboard — rather than a participant. Every rule is in one place and can therefore be replayed from one place.

Worth naming a collision risk in our own context: "agent" in 2026 usually means an autonomous LLM-driven process, which is close to the opposite of this. Anything written for an outside reader has to disambiguate the word on first use.
