A Filter qualifies the applicability of an Operation
A Filter MUST determine whether a given Operation is applicable to a given object at a given point in time. A Filter MUST NOT itself change any object's data or State.
Non-normative: this makes a Filter a guard, not an action. The blog's phrasing that a Filter "enables" an Operation reads the same way, but "enables" is ambiguous between guarding and triggering, so the patent's "qualifying an applicability" is preferred.
