A Filter's proposition relates two States through a predicate

A Filter MUST be expressed as a proposition in Subject-Predicate-Object form, in which the Subject is a State of one Thing, the Object is a State of another Thing, and the predicate is a relationship Property. The Operation the Filter qualifies MUST NOT be applied while the proposition does not hold.
