An Operation declares the Thing it transitions

An Operation MUST make it determinable which Thing it transitions. An implementation MUST NOT derive this from the Filter's proposition.

Non-normative, and it exists because PM-FLT-0080 withdrew the rule that used to supply this. The Filter table transitions the proposition's Subject in one row and an object in neither position in two more, so the proposition does not identify the transitioning Thing.

CONFLICT rather than DESIGN because the sources do supply the information — the table's Operation column names it, in the operation's own name ("Activate Artist") — but no source says that naming is load-bearing, and a name is a poor place for a semantic. Either PCIML has an unmentioned property binding an Operation to a Thing, or the method really does rely on the convention. Q-G-0033.
