Scope and abstraction are independent axes
An implementation MUST NOT treat a model's scope as implying its abstraction level, or the reverse.
Non-normative: worth an assertion only because the confusion is so easy and so damaging. "Higher-level model" is ambiguous between the two axes and should not appear in a specification, a user interface, or a conversation with Guil.
